'You can't really get lower than 25 percent,' he went on to explain. 'Because the bottom line is there's going to be a bunch of Democrats who would say that Biden was a good or great president, no matter what he did.

The pollster went on to confirm the approval rating was 'the lowest' for a sitting president since the Associated Press started tracking the statistic at the end of Obama's second term, as Trump is set to start his own second term on Monday.
