Det är inte IT-bolagen själva som polisanmäler. Det IT-bolagen gör är skickar uppgifterna till något som heter
National Center for Missing & Exploited Children (NCMEC). Det är en ideell organisation (non profit), inte någon myndighet i sig, men får sin finansiering från myndigheterna i USA. NCMEC kommer sedan göra anmälan till polisen. Så det som NCMEC identifierar som svenskt (IP, kontoinformation etc.) skickas till svenska polisen. Majoriteten av tipsen om barnporr som svenska polisen får in kommer från NCMEC.
Folk har skickat barnporr till någon annan med Facebook messenger, och åkt dit. Facebook har såklart någon AI som bilderna körs igenom som är tränad på att identifiera barnporr. Så det krävs inte att bilderna läggs upp öppet på Facebook och en människa rapporterar bilden till content moderator.
Finns också mjukvara som bilder folk skickar körs mot, och då jämförs bilden mot en databas av alla barnporrbilder som är identifierade och inlagda i systemet. Så matchar bilden som skickas en känd bild så riskerar peddot att bli rapporterad. Skickar man bilder med Gmail, Outlook/Hotmail o.s.v. så kommer bilden matchas.
NCMEC’s CyberTipline is the nation’s centralized reporting system for the online exploitation of children. The public and electronic service providers can make reports of suspected online enticement of children for sexual acts, extra-familial child sexual molestation, child pornography, child sex tourism, child sex trafficking, unsolicited obscene materials sent to a child, misleading domain names, and misleading words or digital images on the internet.
What Happens to Information in a CyberTip?
NCMEC staff review each tip and work to find a potential location for the incident reported so that it may be made available to the appropriate law-enforcement agency for possible investigation. We also use the information from our CyberTipline reports to help shape our prevention and safety messages.

The NCMEC operates the CyberTipline which was established by Congress to process reports of child sexual exploitation (including child pornography, online enticement, and contact offenses). The NCMEC reviews these reports and shares them with the appropriate law enforcement agency or Internet Crimes Against Children (ICAC) task force. In addition to the information provided by the reporting party, NCMEC typically adds geolocation information (if appropriate) and cross-references identifying information such as email address, username, or IP address with existing CyberTipline Reports.
Anyone can make a report to the CyberTipline but reporting is required for certain electronic service providers (ESP) who become aware of the presence of child pornography on their systems. While ESPs are not required to actively scan for or try to detect child pornography, many of them do. In 2018, the CyberTipline processed 18.4 million reports.
