Ukraine is a “huge expanse of flat land that Napoleonic France, imperial Germany, and Nazi Germany all crossed to strike at Russia itself.” Since Ukraine serves as a “buffer state of enormous strategic importance to Russia … no Russian leader would tolerate a military alliance that was Moscow’s mortal enemy until recently moving into Ukraine.” By the same token, no “Russian leader [would] stand idly by while the West helped install a government there that was determined to integrate Ukraine into the West.” After all, “great powers are always sensitive to potential threats near their home territory.”

Most Western commentaries on Ukraine in the past few years have blamed the country’s crisis on Russia. However, as John Mearsheimer has pointed out, prime responsibility for Ukraine’s dilemma actually lies with the West. This article examines the situation in more depth, providing a historical and philosophical analysis of the reasons why the crisis has been the inevitable outcome of blundering Western actions. On a superficial level, the Ukraine crisis results from NATO (North Atlantic Treaty Organization)/EU (European Union) expansion, from the “democracy” project mounted within Ukraine by the West, from a failure by leading Western countries to consider Russian strategic interests, and from a lack of prudence by key Western figures who have not foreseen the consequences of their actions. On a deeper level, the West under the leadership of the United States has proven unable to learn from similar mistakes in the past, or to display insight into the flaws within its political norms. Worst of all, the West has fallen into the trap, which Thucydides correctly discerned in relation to the expansion of Athenian imperialism and its eventual demise. Various key insights of Thucydides and Spinoza are adduced to support this interpretation.

Men det behöver inte vara planerat, utan kan helt enkelt bli resultatet av oavsiktliga interaktioner, understryker Chomsky och hänvisar till Kubakrisen 1962, då världen bara var en hårsmån från att drabbas av ett fullskaligt kärnvapenkrig.
– Sannolikheten kanske inte är hög varje gång, men om man spelar den typen av spel med låga katastrofrisker om och om igen så kommer man slutligen att förlora. Den nuvarande krisen i Ukraina, med de så kallade missilförsvarssystemen i närheten av gränsen till Ryssland, utgör en hotfull situation, fortsätter han.
– Den nuvarande västerländska politiken driver Ryssland mot en närmare samverkan med den kinesiska maktsfären. I detta samspel är Ryssland faktiskt den svagare parten och tvingas göra eftergifter, medan USA öppet bidrar till att skapa ett maktsystem som kan komma att avsevärt minska USA:s dominans i världen, säger Noam Chomsky.
