It's a case of how the hard drive capacity is measured which is Binary vs. Decimal:
Hard drive manufacturers use decimal.
Computers use binary.
For example, take a 80 GB hard drive:
It has 80 billion bytes of capacity (decimal capacity).
In binary, a Gb is more than a billion bytes - 1,073,741,824 bytes to be exact.
Therefore, 80 decimal GB = 74.5 binary GB (which is what the computer's operating systems report).
In short, this is the way it is worked out.
